That they are carefully thinking about it. <br />I think another hidden agenda behind this is to make sure that there will be yet another generation of money makers in the labs for the UW. <br />Any young students coming into an animal lab and is disgusted by what they are told they must do will probably be sent to the "Principal's Office" where they can be brainwashed into knowing what they are doing is indeed ethical.<br />If not the new students, then they will try to brainwash the public at large. <br />"See? Even though we hurt this monkey, it's OK because it's ethical." <br />These are not the good guys even though they do their gosh-darndest to make themselves look like it.
